Current Research

My dissertation examines the efforts of four East African governments--Kenya, Uganda, Tanzania and Rwanda-- to develop and implement formal policies concerning Information Communications Technology ("ICT"). I investigate the following puzzle: all four countries are developing and implementing formal ICT policies as a result of encouragement from donors. Nonetheless, the nations' policies exhibit wide variation in content and objectives as well as the scope of implementation, competitiveness, and the extent to which they serve rural areas.

My current research focuses on efforts to close the digital divide in Mississippi. In addition, I am conducting research to update my work on ICT in Uganda and Tanzania. I aim to disentangle the interaction between cellular telephony and Internet connectivity in Eastern Africa, and look at the impacts of the TEAMS project which landed cable on the Eastern Coast of Africa. I hope to begin a new research agenda on water management and policy stretching from Eastern Africa to Egypt. This work will encompass the entire Nile Basin. I am also interested in looking at the accomplishments of the Eastern African Community.
